Can't activate logging of table

Hi! I am trying to activate logging of table ZFI_J_3RF_PLAT.

I created the transport request. When I look at this request in DEV system - I see this chebobox.

But when I look at this request in STMS of QAS system - there is no checkbox on Log data changes.

Why ? How can I fixed it ? Thanks!
